War Minister Wilhelm Thesleff replies to an interpellation concerning the treatment of Red prisoners of war but does not admit any negligence. According to him, the conditions are not entirely satisfactory, but improving them would be an overwhelming task because of the food shortage in the country. The conditions were soon about to improve when 20,000 prisoners would be released. The government received a vote of confidence.

13 July

At its second reading, the parliament approves a proposal for a monarchist form of government with 57 votes for and 52 against. With such a narrow victory, the monarchists were forced to look for other solutions.

22 July

The laws on the Supreme Court and the Supreme Administrative Court enter into force.
