The European Free Trade Association accepts Finland as an associate member.

30 October

The Soviet Union demands measures from Finland to combat the threat of West Germany and its allies under the YYA Treaty.

25 November

President Urho Kekkonen of Finland and First Secretary Nikita Khrushchev of the USSR, after talks in Novosibirsk, issue a communication in which Kekkonen admits that the Soviet views are correct and Khrushchev announces his confidence in Finland’s ability to manage the country’s neutrality policy.
