Finland changes its interpretation of the 1947 Paris Peace Treaty. President Mauno Koivisto states that the paragraphs concerning Finland’s sovereignty and defence systems are outdated as the political conditions in Europe have changed. In addition, Koivisto states in the government meeting minutes that the references made in the YYA Treaty to Germany’s offensive role are outdated. Neither the Soviet Union nor the United Kingdom opposed Finland’s new interpretation. At the beginning of November, Austria, too, annulled certain outdated paragraphs of the 1955 Austrian State Treaty.
