The pediatrician Arvo Ylppö (1887–1992) became a symbol of care for small children. Drawing his lessons from Germany, he used a system of counselling centres to organise basic health care for children, and it can be regarded as his achievement that infant mortality declined rapidly, making Finland a world leader in terms of this key welfare indicator.
